Is the US Cutting Ukraine Off? A Live Tracker

Trump has pressed Kyiv hard, and Reuters says the White House ordered the Starshield military satellite service slowed. We built a live tracker to separate what has happened from what is threatened or claimed.

In one week of October, President Trump eased sanctions on Russian diesel, said it was “time for Ukraine to get a new president,” and demanded that Kyiv “damn well stop” striking Russian refineries. Then Kyiv received no warning from the US before two nights of Russian missile strikes, and Starshield military satellite service was restricted without notice. Reuters now reports that the order to slow it came from inside the White House.

Many readers are asking the same question: has Washington decided to abandon Ukraine? A wave of posts says it already has. Others insist nothing has changed. Neither side is waiting for the evidence.

Is the US Cutting Ukraine Off? — live tracker
Is Washington withholding intelligence, satellite service or weapons to pressure Kyiv? What is confirmed, what is claimed, and what evidence would settle it.

So we built a live tracker, Is the US Cutting Ukraine Off? It follows the specific indicators that would show an explicit decision to cut off support, and separates what has actually happened from what is being threatened or claimed.

How it works

At the top is a rating on a four-step scale, defined by evidence rather than mood: No sign (no credible evidence the US is withholding support or threatening to); Pressure (threats or conditions credibly reported, no cutoff confirmed); Partial cutoff (credible evidence some support was paused, narrowed or conditioned); and Cutoff (the US confirms, or documents show, a broad suspension).

Below that are the tripwires that would move the rating: a confirmed pause in intelligence sharing, or the notice to Congress that the law requires within 48 hours of one; repeated missed missile warnings; satellite service cut or capped; weapons deliveries halted under PURL, the program through which allies buy US weapons for Ukraine; and a condition stated on the record. Threats alone keep the rating at Pressure.

A “Claims in circulation” table checks the most-shared claims against the record. Our software watches major outlets and official sources around the clock and adds new headlines to a “Latest reports” feed, each labelled by whether it has been checked. The rating changes only after human review, and only on credible, named sourcing.

Where things stand: Partial cutoff

No broad cutoff is shown, and no policy has been announced. Trump says the US is still sharing intelligence, and a NATO official says weapons deliveries continue.

But one piece of US support has been narrowed. Reuters reports, citing two US officials and a Western official, that Defense Department leaders were told that the military Starshield satellite internet service “needed to be slowed,” in Ukraine, and that the order came from inside the White House. A senior US official says “no such request was ever made by the president”; who in the White House gave it is not known. Our Starlink tracker follows that question in detail.

Several outlets, with separate sources, report US threats to suspend weapons purchases and intelligence sharing unless Kyiv stops striking Russian refineries. The White House has declined to comment, and no named US official has confirmed it.

Why it matters

If Washington is now siding with Russia against Ukraine, it would be a historic reversal: the United States backing a state that US law treats as an adversary and keeps under sanctions, against a country at war on the border of four NATO members. It would shake every American alliance. And it runs against American public opinion, 83% of whom view Russia unfavorably, less than three weeks before the midterms.

This story is explosive because it gets at the heart of American foreign policy, and the entire post-World War II security order. Please follow this with us. We’ll hold every claim, from every direction, to the same standard. Have tips? Contact us.
