The Four Memos Quietly Rocking Washington

A set of memos is quietly making waves in Washington. Will they lead to a tipping point?

On February 5, America 2.0 broke news of two memos created by an anonymous group of authors formerly connected to the Neoreactionary or "Dark Enlightenment" movement. Since then, they have created a stir and have been picked up by a variety of outlets, most immediately by Byline Times. Other outlets have also amplified the documents substantially, while making inaccurate claims as to their origins (specifically, that they were 'leaked' in late February, rather than published here on February 5th — after which they were in wide circulation). Regardless, many others are starting to take notice.

Malcolm Nance, a prominent security analyst, posted a link on X last night, "EVERYBODY READ THIS DOCUMENT. This is the Silicon Valley Techbro plan to seize infrastructure and power. Elon is doing it RIGHT NOW." That is correct. The memos outline the intention to replace the American Constitutional democracy with a monarchy led by Musk, as CEO-King. All of this is outlined in the memos with stark clarity, and no one should be surprised at what's unfolding after reading them. We're including them again here; please read and share widely.

We also generated audio briefings for each of these two documents using Google's NotebookLM. Many people have used these to gain understanding quickly.

DOGE and Your Data

Another memo circulating titled, "Understanding DOGE and Your Data: A Guide for Citizens and Policymakers," is dated February 28 and is written by a group of well known government, technology, and security professionals. Contributors include Vivian Graubard, Alex Pascal, Nick Pyati, Bruce Schneier, Allison Stanger, and Kinney Zalesne, all of whom are "names" in the world of policy.

The memo aims to break down concerns about what is happening with DOGE, what's at risk, and how policymakers and private citizens should try to protect themselves. Here's a sample:

Access to Americans’ data could give Musk’s companies significant advantages in training AI systems and in setting business strategy. For example, X, formerly known as Twitter and owned by Musk, aims to become the “Everything App,” which customers could use for a wide range of tasks, including payments. A rich source of Americans’ financial data could help X succeed.

Musk may also be interested in taking over critical government functions for profit. Weakening the government, while simultaneously taking Americans’ personal data, could allow Musk to profit by filling the gap.

The document is well worth your time, and reflects concerns similar to those expressed in the two "Neoreactionary" memos shared above.

Managing Financial Instability in 2025

In response to many questions about financial instability that might accompany a second Trump term, America 2.0 published a memo in November 2024 titled, "Managing Financial Instability in 2025." Focused on the combined uncertainties that may result from tariffs, crypto regulatory changes, DOGE cuts, and potential US government shutdown and debt default, the document is aimed at offering insights to citizens and policymakers. It is quietly making the rounds in policy circles and awakening people to the risks currently unfolding.

We published this as a "living document," making periodic updates as new information becomes available, and we will continue to update it at least until the current debt ceiling question is resolved, which should occur by June. As we are seeing now, concerns about financial instability are quite valid as Trump introduces damaging and arbitrary tariffs on Canada, Mexico, and other countries.

The document offers a FAQ with answers to practical questions like "Should I move to another country?," and "Why does Russia want to attack the dollar? And why are Republicans helping them?" Many people have found this helpful, even as it has taken some time for some financial professionals to fully understand the risks we have identified from a warfare perspective. But as events unfold, this analysis sounds increasingly like current events rather than speculation.

MANAGING FINANCIAL INSTABILITY IN 2025 November 8, 2024. Updated February 20, 2025. The Trump/Vance administration has the potential to unleash widespread economic harms, many of which are not on people’s radar. This document is not financial advice and I am not a financial advisor. I am an anal…

Because this is a living document, you can continue to use the same link for this memo as we make updates. Please share widely; we will be covering many of the themes in this memo here at America 2.0, and interested readers are encouraged to subscribe, whether free or paid, to get regular updates.

We're glad to see these documents gain traction, but also offer this warning: they mean nothing unless action is taken. Moderate Republicans who aren't down with a CEO-King, and who don't want to be financially harmed, must join with Democrats to block these assaults on our constitutional order. ■
